I hope this works
I don't know what people are hoping to see when they do this - and it's really caused some stupid tailbacks I've got stuck in, even on the side of the road where the accident wasn't...
“A trial using safety screens is underway on Britain's M1 motorway which runs up the spine of England, from London to Leeds.
The screens are going up on the central reservation on the stretch running through Bedfordshire.
Drivers can cause tailbacks by slowing down for a better look at crash sites.”

They've tried similar experiments here. I remember in Florida they tried it for a short while and California did as well, I believe.
Thing is, it never did what they hoped it would do. If anything, I believe it caused even more slowdown than without the screens, IIRC. It certainly hasn't been expanded after the initial testing was done.
